Founded in the late 1990s, RICARES began as a grassroots organization focused primarily on social activities for the recovery community. Over time, it evolved to offer more structured advocacy and support programs, joining in with other organization across the U.S. to advance the modern national recovery movement. The organization incorporated in 2011 and gained 501(c)(3) status in 2012.

Today, RICARES stands as Rhode Island’s sole independent recovery community organization. Its mission has consistently centered on being a voice for the recovery community, promoting recovery, and providing recovery support services. Core activities include advocacy, community education, and organizing recovery-focused events.
